Accused No. 26 – Nur Alam Mia presently Security Guard, Begum Rokeya University, Rangpur (absconding)

Accused No. 27 – Md. Mahabubar Rahman alias Babu, presently Office Assistant cum Computer Operator, Begum Rokeya University, Rangpur (absconding)

Accused No. 28 – AKM Amir Hossain alias Amu  being a member of the administrative and support staff (MLSS) of Begum Rokeya University, Rangpur (absconding)

Accused No. 29: Md. Anwar Parvez alias Apel, was at the relevant time a contractual employee of the Proctor’s Office, Begum Rokeya University, Rangpur (In jail custody)

“That you, Mohammad Nurunnabi Mandal, Nur Alam Mia, Md. Mahabubar Rahman alias Babu, AKM Amir Hossain alias Amu and Md. Anwar Parvez alias Apel, during the period from 1st July 2024 to 5th August 2024, being members of the administrative staff of Begum Rokeya University, Rangpur, and acting in concert and obedience to the then Prime Minister Sheikh Hasina, Awami League leadership, and senior government officials, engaged in unlawful acts to suppress the student-led anti-discrimination quota reform movement by participating in, aiding, and abetting acts of incitement, murder, torture, and persecution of unarmed, peaceful protestors.”

Charge No. 1

Count-1: Crimes Against Humanity-Murder 

You [all] on 16th July 2024, at about 2.17 pm , near Gate No. 1 of Begum Rokeya University, Rangpur, with others, incited, abetted, and assisted in the indiscriminate shooting and killing of Abu Sayeed, an unarmed protester who was standing peacefully with arms outstretched at the Dhaka-Rangpur highway road divider.

You are therefore charged under Section 3(2)(a), punishable under Sections 20(2) & 20A of the International Crimes (Tribunals) Act,1973 for committing or aiding murder as a crime against humanity.

Count- 2: Crimes Against Humanity-Torture

You [all] participated in or facilitated acts of torture, including physical abuse and intimidation of unarmed protestors during the anti-discrimination movement, particularly during the events of July 2024.

Such acts constituted severe physical and mental suffering inflicted on civilians in custody or unlawful restraint.

You are charged under Section 3(2)(a) punishable under Sections 20(2) & 20A of the Act, for torture as a crime against humanity.

Count- 3: Crimes Against Humanity – Other Inhumane Acts

You [all] engaged in or abetted inhumane acts including unlawful confinement, violent suppression, and brutal treatment of protesters within the university premises, as part of a widespread or
 systematic attack against the civilian population protesting quota discrimination.

You are charged under Section 3(2)(a), punishable under Sections 20(2) & 20A of the International Crimes (Tribunals) Act, 1973, for other inhumane etc as crimes against humanity

Count- 4: Crimes Against Humanity – Persecution on Political Grounds

you [all] as a political affiliate and acting under directives of the then ruling government, participated in persecution of civilian protesters based on their political opinions, systematically punishing and discriminating against the anti-quota reform movement activists.

You are charged under Section 3(2)(a) punishable under Sections 20(2) & 20A of the Act, for persecution as a crime against humanity.

Charge No. 2
Aiding and Abetting Torture 

That all of you, actively encouraged and aided the security forces and pro-government cadres in committing torture upon students during and after their arrest, including through violent interrogation, coercive threats, beatings, and denial of medical care.

That your involvement went beyond mere professional position-you facilitated planning meetings, identified student leaders, and personally led attacks and harassment on campus, thereby contributing to the systematic torture upon the protestors.

You are, therefore, charged under Section 3(2)(g) for aiding and abetting torture as a crime against humanity, punishable under section 20(2) aand 20 A of the Act
