Charge No. 1

Count-I: Murder as a Crime Against Humanity

That you, being the President of the Chhatra League, Begum Rokeya University, Rangpur, during the period from 1st July to 5th August 2024, in active collaboration with university authorities, police officials, and pro-government student cadres, incited, abetted, and participated in the brutal suppression of the peaceful student-led quota reform movement.

That on 16th July 2024, at approximately 2:17 PM, in front of Gate No. 1 of Begum Rokeya University, Rangpur, you directly participated in and encouraged the indiscriminate firing upon unarmed protestors, resulting in the killing of Abu Sayeed, who was standing with arms outstretched on the Dhaka-Rangpur highway. Your role in leading, coordinating, and encouraging such violence directly contributed to his unlawful killing, which was committed as part of a widespread and systematic attack on civilians.

You are, therefore, charged under Section 3(2)(a) for murder as a crime against humanity, punishable under Sections 20(2) and 20A of the International Crimes (Tribunals) Act, 1973.

Count- 2: Persecution on Political Grounds

That you, during the period of the July 2024 student uprising, with the objective of defending the interests of the then ruling political regime, carried out deliberate acts of persecution targeting students and civilians involved in the anti-discrimination movement, solely on account of their political beliefs.

That on 11th July 2024, you personally led an attack on student protestors inside the campus premises of Begum Rokeya University, physically assaulted students including Abu Sayeed, and slapped him in public view. You continued to support and implement the repressive ideology of the regime by suppressing dissent through coercive and violent means.

You are, therefore, charged under Section 3(2)(a) for persecution on political grounds as a crime against humanity, punishable under Sections 20(2) and 20A of the said Act.

Count-3: Other Inhumane Acts

That you committed other inhumane acts by physically and mentally harming peaceful protestors, including the public beating, verbal abuse, intimidation, and unlawful obstruction of medical assistance to injured victims. These acts caused great suffering and were carried out systematically to terrorize the student population and general public.

You are, therefore, charged under Section 3(2)(a) for committing other inhumane acts as crimes against humanity, punishable under Sections 20(2) and 20A of the said Act.

Charge No. 2:
Aiding and Abetting Torture

That you, by your leadership role in the university Chhatra League unit, actively encouraged and aided the security forces and pro-government cadres in committing torture upon students during and after their arrest, including through violent interrogation, coercive threats, beatings, and denial of medical care.

That your involvement went beyond mere association-you facilitated planning meetings, identified student leaders, and personally led attacks and harassment on campus, thereby contributing to the systematic torture of protestors.

You are, therefore, charged under Section 3(2)(g) for aiding and abetting torture as a crime against humanity, punishable under Sections 20(2) and 20A of the said Act.

Charge No. 3
Responsibility for Command and Participation

That you, being a leader of the student wing of the ruling party at Begum Rokeya University, held a position of influence, command, vand coordination; and that you actively participated, abetted, and provided moral and logistical support to crimes committed by others including security forces, university officials, and student cadres. Your complicity included both direct actions and failure to prevent such crimes despite being in a position to do so.

Thus, you are liable under Sections 4(1), 4(2), and 4(3) of the Act, and the offences are punishable under Sections 20(2) and 20A of the Act.

Charge No. 4
Joint Criminal Enterprise and Conspiracy

That you, acting in concert with other co-accused persons, university officials, and law enforcement officers, formed a joint criminal enterprise to suppress the protest movement by resorting to crimes against humanity, including murder, torture, persecution, and other inhumane acts, thereby participating in a criminal conspiracy m violation of the International Crimes (Tribunals) Act, 1973.

Accordingly, you are charged under Sections 4(1),4(2),4(3),20(2) & 20A, which provides punishment for conspiracy, abetment, and complicity in the commission of offences under the Act.
