Charges Framed on 6 August 2025

Charge No. 1

Count-I : Murder as Crime Against Humanity 

That you, being then a Section Officer of Begum Rokeya University, Rangpur, on 16 July 2024, in active collusion with other accused persons including university officials, members of pro-government student wings, and police officials, aided, abetted, encouraged, and participated in the indiscriminate and unlawful shooting of student protester Abu Sayeed, who was demonstrating peacefully in front of Gate No. 1 of the university.

That on 16th July 2024, at about 2:17 p.m., in front of Gate No. 1 of Begum Rokeya University, Rangpur, you aided, abetted, and instigated members of law enforcement and ruling party student-wing operatives in the shooting and killing of Abu Sayeed, a protest leader and the first martyr of the July Revolution.

Thus, you are charged under Section 3(2)(a) of the International Crimes (Tribunals) Act, 1973 for murder as a crime against humanity, and are liable to be punished under Sections 20(2) and 20A of the said Act.

Count-2: Persecution on Political Grounds

That you along with others named and unnamed, intentionally committed acts of persecution against peaceful student protestors of Begum Rokeya University and elsewhere, by virtue of their political beliefs and affiliations, in particular those participating in the anti-discrimination and quota reform movement during July-August 2024.

You took an open and hostile stance against the protestors, supported the suppression orders of the then ruling regime, and cooperated with university and law enforcement officials in the brutal crackdown against unarmed civilians, including providing logistical support and field coordination.

Thus, you are charged under Section 3(2)(a) of the International Crimes (Tribunals) Act, 1973 for persecution on political grounds as a crime against humanity, punishable under Sections 20(2) and 20A of the said Act.

Count- 3: Other Inhumane Acts

That you were knowingly complicit in inflicting severe physical and mental suffering upon peaceful demonstrators, through your encouragement and support to the indiscriminate violence perpetrated on 16th July 2024, and throughout the suppression of the July 2024 movement.

You assisted in the brutalization upon the demonstrators, cooperated with perpetrators in forcibly restraining individuals, and remained present as an active enabler when unlawful force was used.

Therefore, you are charged under Section 3(2)(a)of the International Crimes (Tribunals) Act, 1973 for committing other inhumane acts as crimes against humanity, punishable under Sections 20(2) and 20A.

Charge No. 2
Aiding and Abetting Torture

That you did aid, abet, and assist the police and ruling party cadres in the torture of arrested and injured students, including helping the police to identify the leaders of the protest, facilitating their illegal confinement, and supporting the use of unlawful physical force against them.

Your conduct shows shared intent and knowledge of the consequence of such acts, committed as part of a coordinated policy to suppress civilian dissent.

Hence, you are charged under Section 3(2)(g) of the International Crimes (Tribunals) Act, 1973 for aiding and abetting torture as a crime against humanity, punishable under Sections 20(2) and 20A.

Accordingly, the above four charges are hereby formally framed against you, Md. Moniruzzaman Palash, for committing crimes against humanity during the events surrounding the July 2024 uprising, under the International Crimes (Tribunals) Act, 1973, as amended.
