Charges Framed on 6 August 2025 

Mashiur Rahman (11) and Asaduzzaman Mondal (12) 

Status: Fugitive.
Associate Professors, Department of Public Administration, Begum Rokeya University, Rangpur.

“At the relevant time, both of you were serving as Associate Professors at Begum Rokeya University, Rangpur, enjoying positions of academic authority, influence, and social respectability. Instead of upholding your professional and moral duty to protect students and society, you betrayed that trust and aligned yourselves with the ruling regime and its partisan student-wing. By your conduct, you actively supported, incited, facilitated, and participated in the violent suppression of the peaceful anti-discrimination protest movement in July 2024.”

Charge No. 1

Count-1: Crimes Against Humanity -Murder 

That you, Md. Mashiur Rahman and Asaduzzaman Mondal alias Asad, being inspired by the ideology of the then ruling regime and acting in concert with Professor Dr. Hasibur Rashid alias Bachchu and others, incited, aided, and abetted indiscriminate firing upon unarmed students and civilians who were peacefully demonstrating in support of anti-discrimination reforms.

On 16th July 2024, at about 2:17 p.m., in front of Gate No. 1 of Begum Rokeya University, Rangpur, you actively facilitated and instigated members of law enforcement and ruling party student-wing operatives in the shooting and killing of Abu Sayeed, a protest leader and the first martyr of the July Revolution.

Such conduct constitutes murder as a crime against humanity under Section 3(2)(a), read with Section 4(1), punishable under Sections 20(2) and 20A of the Act.

Count-2: Crimes Against Humanity – Persecution on Political Grounds

That you, Md. Mashiur Rahman and Asaduzzaman Mondal alias Asad, from your positions as Associate Professors and ideological collaborators of the ruling party, knowingly supported, promoted, and incited the persecution of peaceful student protesters on account of their political beliefs and opposition to government policy.

You provided material and moral support to individuals and institutions engaged in the violent suppression of dissenters at Begum Rokeya University, thereby contributing to the targeted victimization of a civilian population on political grounds.

Such conduct constitutes persecution on political grounds as a crime against humanity under Section 3(2)(a), read with Section 4(1), punishable under Sections 20(2) and 20A of the Act.

Count- 3: Crimes Against Humanity – Other Inhumane Acts

That you, Md. Mashiur Rahman and Asaduzzaman Mondal alias Asad, on 16th July 2024 and the preceding days, committed and incited other inhumane acts by facilitating and supporting arbitrary detentions, beatings, harassment, and physical intimidation of student protesters and civilians.

These acts were systematically carried out in collaboration with ruling party student leaders, University staff and the local police, causing severe physical and mental suffering, thereby constituting other inhumane acts as crimes against humanity under Sections 3(2)(a) and 3(2)(g), read with Section 4(1), punishable under Sections 20(2) and 20A of the Act.

Charge No.2
Crimes Against Humanity – Aiding and Abetting

That, you Md. Mashiur Rahman and Asaduzzaman Mondal alias Asad, provided encouragement, logistical assistance, and moral support to individuals and groups, including Chhatra League leaders and members, and officials of Begum Rokeya University and RPMP, to carry out targeted attacks against peaceful protesters. You willfully contributed to the material support, preparation, and execution of these crimes.

Your acts constitute “aiding and abetting the commission of crimes against humanity” under Section 3(2)(g) and which is punishable under sections 20(2) & 20A of the International Crimes (Tribunals) Act, 1973.

Charge No. 3
Complicity and Participation in a Joint Criminal Enterprise (JCE)

That you, Md. Mashiur Rahman and Asaduzzaman Mondal alias Asad, intentionally participated in a joint criminal enterprise (JCE) with Begum Rokeya University officials, partisan student-wing members, and police forces, formed with the object of violently suppressing the anti-discrimination movement through unlawful killings, persecution, and physical attacks.

You attended coordination meetings, liaised with ruling party functionaries, and actively encouraged violent suppression, thereby establishing your complicity in this collective criminal plan.

Such conduct constitutes complicity in and contribution to crimes against humanity under Section 3(2)(h), read with Sections 4(1) and 4(2), punishable under Sections 20(2) and 20A of the Act.
